What is considered a violation?
- Shining a laser beam at a plane or helicopter.
- Using a drone that poses a threat to flights.
What fines and penalties are provided?

If you simply interfere with control: A fine of up to 200 MCI (approximately 700,000 KZT in 2025) or correctional/community service, or arrest for up to 50 days.

If a person is harmed or significant damage is caused as a result: A fine of up to 3000 MCI (approximately 10 million KZT), or community service for up to 1000 hours, or restriction of liberty or imprisonment for up to 4 years.

If a person dies as a result: Imprisonment from 3 to 8 years.

If two or more people die: Imprisonment from 6 to 10 years.
Why was this law adopted?
The main goal is to protect passengers and aircraft crews. Recently, both globally and locally, there have been cases where drones or lasers create a danger to planes. Even a small drone can lead to an accident, and a laser can blind a pilot during landing or takeoff.
